Today, Croatia generates a large share of its electricity from hydropower and is increasingly investing in solar and wind. Yet, a significant portion is still imported, leaving us dependent on global markets and vulnerable to disruptions. On top of that, the backbone of the system—the transmission network—is under strain: 61% of the infrastructure is outdated, while the growth of electric vehicles and consumption fluctuations bring new challenges.
The solution lies in building a more resilient system: decentralization through local energy sources, rooftop and ground-mounted solar, biogas and biomass plants, and battery systems that can take over when the grid goes down. In a blackout scenario, such models are not a luxury, but a necessity. They ensure the security and continuity of hospitals, industries, and households alike. But this also requires a regulatory framework that accelerates grid connections, stimulates investment in storage, and enables flexible market solutions.
What Are the Risks—and the Solutions?

Leading experts Antun Andrić, Director of the Market Division at the Croatian Transmission System Operator (HOPS), and Neven Vranković, Vice President of Atlantic Grupa, will discuss real risks and work together to explore potential solutions.
